Vice Mayor and Acting Mayor Maria Olivia B. Pascual of the Municipality of Lal-lo, Cagayan pledged to support the Institutionalization and Localization of the Philippine Population and Development Program (PPDP) during the virtual meeting with stakeholders on July 16, 2021.
Pascual acknowledged that one of the primary responsibilities of the local government unit is to ensure that the welfare and development of its people is given utmost priority, through the provision of appropriate and essential social services, including the delivery of family planning (FP) information and services.
As a manifestation of her support, she assured that the Sangguniang Bayan (SB) will fast track the Resolution to allow Mayor Florence Oliver B. Pascual to enter into a Memorandum of Agreement (MAO) with POPCOM-Region II, in order to fully localize vital strategies to address prevailing population issues in the municipality like teenage pregnancy.
She authored the Teenage Pregnancy Prevention Ordinance during her term as 1st District Board Member of the Provincial Government of Cagayan. During her stint as the Municipal Mayor of Lal-lo, she passed the localized ordinance on teenage pregnancy prevention.
POPCOM-Region II Director Herita O. Macarubbo commended the LGU officials for exemplifying good governance by prioritizing the general welfare of the people. “Action actually begins when key stakeholders recognize the existence of various population issues that need to be addressed,” she said.
In his closing message, Mr. Ulysses L. Dupaya, Jr., the Municipal Population Officer-Designate of Lal-lo thanked the local leaders for their unending support to the population program. He said the orientation is just the beginning of a long-time partnership with POPCOM-Region II and likened it to a famous Chinese Proverb from Lao Tzu which states that “the journey of a thousand miles begins with a single step.”
The MOA is set to be signed within July and the implementation of activities to be identified will be fast tracked within the year.#
